This extremely mentally ill woman, who does not comprehend anything, was receiving a ticket for jay walking. Was this really necessary. She will not be able to pay the ticket. It is excess work for those who already are snowed under. Does it help the woman? The officers approached her from behind, tight to her so she was not aware of their presence. They could have approached her from a wider angle instead of making her jump ten feet in the air when she realized the huge horses were in her presence.
Did this event help her or the city?

You are trying to fire people up for no reason. The officers may not know her as well as you may.
that may be true. However I submit that these officers are probably very familiar with this woman. I only suggest that the officers use discretion. Deon Joseph used to write a great deal of tickets. He emailed me and told me he has only written one jaywalking ticket in 7 years.
I urge you to read my column on www.labeez.org. It is about my personal experience with tickets and how the tickets, though a pain, eventually served to alter my behavior. I no longer jaywalk. I no longer drive without seat belts.
My intent is not to inflame a situation.
I do not think tickets would help this woman. It is clear to anyone on the streets that she needs extreme help.
I, on the other hand, had no excuse for jaywalking except for the fact that I was not paying attention or I just ignored the law.
Well, the tickets certainly altered my behavior. I now pay attention.
Tickets should be handed out to those who are just ignoring the law because they can. Others, like this lady, need help.
its definitely not about "knowing" the woman. Common sense, if it were utilized, would have dictated that this woman was not of sound mind. And even if she was, what homeless person has the resources to pay a jay walking ticket?? Situations like this do fire me up because it is such a blatant misuse of police officers, resources and time. These people need help and care not traffic tickets that will just rack up against them in a bureaucracy that is trying to brush them under the rug, and pretend like they dont exist.

So what your are saying is that anyone in the Skidrow area can just disregard the laws for Jay Walking, drinking and general LAMC violations. Please, bottom line? dont break the law period.

But no, those are our finest, out there lassooing the criminal underclass of homeless and uncomprehending people in greater need of three hots and a cot than any summons to appear on a infraction.
